DNS resolves only its own domain

Could you please post that file?  And also the definition of 'zone "."'
in your /etc/named.conf file?

Also, is your development server behind any firewalls?  Can you 'ping'
the root servers? On your development server, what happens when you try
[e.g.]
	nslookup www.sco.com a.root-servers.net
or
	dig www.sco.com @a.root-servers.net
?
