What is the correct answer when having no data?

Hello,

I was wondering what is the RFC-correct answer from a nameserver when

1) having no clue about the query
2) being no allowed to fetch-glue or make recursive queries?

A reply with empty answer/additional/authority sections? Root-servers in
the additional/authority section? Dead silence?
