Compiling bind for NT - nafxcw.lib

I apologize if this has been answered a million times
already (I did check the archives), but I am trying
to compile bind 8.22P5 for Windows NT 4.0.
I am running into a problem where it can't find
the nafxcw.lib .

Can you tell me how to correct this?
Is this built , or do I have to get this lib from
somewhere.
