can't open or create log files

HI,

     I am facing a problem to turn on my name server's log file.  I used
this command "Kill -USR1 'cat /etc/named.pid` " at the console window.  and
later, I have checked this with my syslog.  and it states that
"log_open_stream: open(named.run) failed: Permssion denied".  Please point
me how to overcome this permission problem.
