No, it doesn't. It looks up the zones SOA RR and sends updates
to the server listed there. Newer versions can also be told
explicitly where to send updates by means of a "zone" statement
in the dhcpd.conf file.
"option domain-name-servers" is only sent to the clients, not
used by the server in any way.
