can't make tmpfile

I'm having a problem with my secondary DNS not being able to make the
tmpfile....
Rhat 6.2 with named 8.2.2-P5.

Error message below:

Sep 21 18:17:18 ns2 named-xfer[26523]: can't make tmpfile
(clients/net/u/db.zone.TCqU9b): Permission denied
