Bind 9.0.0 on Windows platforms..

	Time to squash this rumour.

	The intention is still to release BIND 8.2.3.  There will be
	no new development work in BIND 8.2.x however.  Bug reports
	are still accepted for BIND 8.2.x.

	BIND 9.0 requires a working pthreads implementation.  There
	are plans to allow BIND 9 to be built without pthreads in
	BIND 9.1 or BIND 9.2, such a change is considered a feature
	change and will not be seen in BIND 9.0.
