Bind 9.0.0 on Windows platforms..

Hi,

BIND version 9 was designed such that porting to win32 would be much easier 
than BINDv8 was.  We didn't (and don't) have the resources to do an win32 
port ourselves at this point.  We would like to, however.  Anybody want a 
job?  :-)
