The Root servers...

I don't know and I don't care. All that really matters to other nameservers
and clients is that they are all authoritative for the root zone. Even
master/slave propagation delays probably don't matter much, since I doubt the
root zone -- as opposed to, say, the "com" zone -- changes that frequently.
How often do new countries come into existence?
