Strange delelagtion/resolving problems

 	distance == delegation steps

	Read the source.  In particular see nslookup() and the call to
	sysquery().  Not that it is only called if Q_SYSTEM is not set
	and that sysquery() sets Q_SYSTEM prior to calling nslookup()
	itself.
