rndc connect: connection refused

First of all, install 9.1.1, not an old and superseded release
candidate. There is plenty of documentation about rndc supplied with
BIND9. Take a look at the Administrator's Reference Manual in doc/arm.
A PDF copy of the ARM is on-line at:

There are also man pages for rndc and rndc.conf, in doc/man/bin
though these are not installed by "make install" yet. You should also
check the BIND9 list archives at www.isc.org and the FAQs.

If this doesn't help, provide more information. For example, show what
rndc says when you try to run it and/or provide what's *exactly* in
rndc.conf and named.conf. Show us what the software sees or what it
says: no more, no less.
