Unpleasant as it is, you could forward requests to this server
as a short term fix. 

Hopefully they maintain more than one of these servers, so your
server has somewhere to go in the event of a failure?!

Of course if this DNS admin was co-operative you could set your
server up as a backup to his, and he could secondary your
departments data, and everyone wins.

Life is too short, and the name service too sensitive, for
political battles over nameservers. Figure out why they aren't
helping you, and sort it out, or leave and go work with a
company that can manage it's networks.
