Turn on logging, then let us know what it says. This looks like a
firewall problem - are you sure you have both 53/tcp and 53/udp open
both in- and outbound?

Also, you may want to use the "ip;" syntax instead of just "ip". BIND
9 is picky about this, so if you decide to upgrade you will need to do
it anyway.
