Actually, no -- they are not. There is the Registry side of the
house (VeriSign), and there is the Registrar side of the house
(Network Solutions).
It's the Registrar side of the house that screws up any form that
you submit to them, sends you spam every time they want you to pay
them more money, etc....
The Registry side of the house are the guys that actually have
half a clue (such as Cricket Liu, Matt Larson, Mark Kosters, etc...),
and I believe that they may very well still operate a root nameserver
(actually, a pair of machines that poses as a single machine, behind
a load-balancing switch), in addition to the .com gTLD nameservers
that they operate.
