Er, not exactly. The $TTL directive was introduced in BIND8.2 to
support RFC2308's negative caching semantics. It's not mandatory to
use them. If you don't BIND versions > 8.2 will print a warning
message. With BIND9, a $TTL directive or explicit TTL in the SOA
record *is* required.
