I thought they are only responsible for root name server management. I will
ask them for this question.

If the invisible domain was a famous site. There would be a lot of mail
delivery failure claims. But for small domain, the ISP would insist that
it's the receivers mail system problem, just like my case. Or even worse, no
one realize the problem exists.

Yes, that's true. If there is an organization for this problem, it should
have commercial back up. The only organization domain owners are paying is
the registrar. I think they should make alliance for this. Is ICANN back up
by registrars to protect root name server?
