Some basic bind configuration questions

132.204.100.in-addr.arpa != 100.10.in-addr.arpa

You will need to set up a separate zone for the 100.204.132/24 block.
However, you don't need to give the name server an IP from that block
unless you want to - BIND doesn't care what resolves to what, only
whether it resolves or not.
