Well, have you tried:

	allow-transfer { x.x.x.x; };
	also-notify { x.x.x.x; y.y.y.y; };
	notify explicit;

in the zone definition? I don't have easy access to the BIND 8 ARM
right now but that might do it.

If not, I dare bet you have obfuscated the answer away.

You could try reducing the REFRESH interval in the zone's SOA record.
Notifies are not mandatory, remember.
