You can stop the DNS Cache service from the Services control panel.
However, that's not why he's seeing this.  The Microsoft IP Tools like ping
will use the WINS Server by default to perform lookups if it has a WINS
Server defined.  The real problem is that he needs to enable forwarders in
named.conf.
