The problem isn't that cs.colorado.edu is a separate zone from
colorado.edu; it's that you've got delegation in 138.128.in-addr.arpa
to (probably) 250.138.128.in-addr.arpa, but you're also trying to
include PTR RRs in that subzone in the 138.128.in-addr.arpa zone
data file.
