Zone not transfering

My primary name server serves about 650 domains.

I am running 8.2.3 on Win2k for primary and 8.2.3 on NT 4 for secondary.
(Sorry, not my choice)

All of the zones are using identical SOA's and all have
the proper glue data.

My secondary transfers all of the zones except for one.

That one is the twave.net zone. This is the zone that has
our name servers.

Dumps from each name server reveal:

Here is the an error message I get in the NT Event Log on the secondary:

The description for Event ID ( 3 ) in Source
( C:\win32app\bind\bin\named-xfer.exe ) could not be found.
It contains the following insertion string(s): premature EOF, fetching 
"twave.net".

When I do a named-xfer from one of my unix machines, I get the zone file 
written.
There seems to be no problems with it. But when I try to do it on the NT 
machine
it fails.

Does anyone have any ideas why this would happen with only one zone?
