rndc reload succeeds but fails

	This looks like a bug that is fixed in 9.1.1rc1.  From
	the CHANGES file of 9.1.1rc1:


 706.	[bug]		Zones with an explicit "allow-update { none; };"
			were considered dynamic and therefore not reloaded
			on SIGHUP or "rndc reload".
