My zone serial number is messed up!

He could actually directly set it to the desired value in this case,
no need to go to 1 first, but
these will only work *if he had access to the secondaries*, ie he=20
can run named-xfer on them, restart the nameserver etc.

Without that, he will need the wraparound described in the DNS book.
