BIND 8.2.3 release announcement

Dear.

Sorry. I miss to send a mail to bind-announce at isc.org.
So I resend a mail to bind-users at isc.org.

Today, I update bind-8.2.3 from bind-8.2.2.patch7.
and bind-8.2.3 work fine at my environment.
