No, *both* nameservers will get used if they are both published for the zone.
Other nameservers will generally prefer the one which answers fastest.

In that case, you'd only be giving a name to that 1 IP address and publishing
that single name in the NS records of the zone. The switch would take care of
the randomization between the "backend" addresses based on its own private
configuration. It's not really a DNS configuration issue at that point.
