stub zones and NS records

We have multiple domains that point to the same nameservers w/
different IP segments.  When viewing the zones I see the following:

; Ignoring info about sparcserver.ChampUSA.COM, not in zone
123.21.207.in-addr.arpa.

Yet the other stub zone has this:

Is this the "normal behavior" of how stub zones look like?
Or does stubs come into play when there're subdomains
to the parent?
