Where'd you get that idea? Of course it can.

http://cr.yp.to/djbdns/frombind.html explains in detail the usual
procedure for upgrading from BIND to djbdns. The procedure is fully
compatible with third-party slaves retrieving data through AXFR. There's
a short section explaining how to authorize AXFR service for them.
