Make that 132.128-255.196.215.168.in-addr.arpa. instead of
132.196.215.168.in-addr.arpa. and it should work. (Of course you'll
need to make this change on all the records, not just the one for
168.215.196.132).

You probably want to set up a stealth slave for
196.215.168.in-addr.arpa. as well.

Asking your server directly for the 132.196.215.168.in-addr.arpa. PTR
RR works fine, so you've almost got it right.
