Assistance Needed with .xfr.tmp files ?!

Hello all,
I'm using BIND 8.2.3 on NT. The primary seems to work fine. But the Slave (Secondary) is another story !!
I'm having a problem that the Slave (secondary DNS) seems to copy a backup file with every Zone file for example:
Regular Zone File: db.domain.com
Suspected File: db.domain.com.ixfr.tmp.a00274 (the last number changes from domain to another)
The Suspected file is empty (0 bytes) !!
Is this file usual ? How can we stop such a file from getting created ?
Another problem is that with some domains zone files and reverse zone files these .ixfr.tmp files are getting created in the 10s within minutes. Why is this happening also and how to stop it ?
