intermittent ndc startup

I am running named 8.2.2-P5 sometimes when I restart named (using ndc restart), 
it fails to startup correctly, although ps reveals that named is running 
however, nslookup or dig fails to resolve.  After killing and restarting it 3 
to 5 times then it kicks in and starts up.  The message file below reveals that 
certain files can't be open I have checked the permission and it seems ok and 
the files are present. what gives?

One thing I have noticed is that the files in '/usr/local/etc' below are 
missing whenever named fails to resolve, however after starting named several 
times these file reapair by magic and named resolves fine.
