Per www.us:

"All state and local governments (city, county, township, parish, village), K-12
districts and schools, community colleges, technical schools, museums,
libraries, organizations, businesses, and individuals can register under .us.
The structure of the US Domain is a hierarchy based on localities (e.g.,
name.los-angeles.ca.us). ..."

Unless you are speaking as representative of a nationwide organisation,
you may wish to consider fitting into the hierarchy somewhat lower
down: e.g., "yao.mo.md.us", or "jennifer.sussex.ma.us".  It is also
possible that dealing with a local hostmaster might be easier.  Maybe.
;-)

To answer your question: since zone transfers are never forced upon
another question, but are only sent upon receipt of a request, I
suspect that what they mean is that you should set your name server(s)
to accept zone transfer REQUESTS from the US Domain Registry.  Thus, if
they want to do an AXFR on your domain or subdomains, they can.
