It´s not "your" DNS we are concerned about, it the parent DNS of your 
domain under which you are registering your HOSTs.

Here are the two HOSTs that you are trying to register with your registrar, 
where you have administrative authority over xyz.com to create ns1 and ns2:

ns1.xyz.com  A   ip.ad.re.ss

ns2.xyz.com  A   ip.ad.re.s2

These two records will be entered in the parent NS´s for .com, ie, the 
gtld-servers.net.

The rule is that ip.ad.re.ss and ip.ad.re.s2 cannot already be A records in 
the gtld-servers.

sure, you are confusing the issue of registering HOSTs (3rd level) with 
xtld-servers.net and registering 2nd level domains.

Register your ns1.xyz.com and ns2.xyz.com as HOSTs.

Then when you buy abc and def 2nd level domains, you list ns1.xyz.com and 
ns2.xyz.com as their delegated NS´s.

iow, ns1 and ns2 are the "delegation data" in the xTLD-servers for the abc 
and def domains.

understand the above, and you will be able to host 20K domains in ns1 and ns2.
