Have you tried adding a PTR record for
17.16-28.1.168.192.in-addr.arpa. in your reverse zone? Also, the
nameservers doesn't seem to match to me at a first glance - and that
$GENERATE looks a bit strange too. But I'm not sure of the syntax for
those so it may be perfectly legal.
