I believe the answer is no and no, but....

The whole point about translations like that defined in RFC2044 is that
they allow software to use non-ASCII characters without having to
understand them.

In that sense all the multilingual enhancements to DNS that were
proposed had to be backwardly compatible (i.e. Existing servers had to
be able to cache the encoded string, and serve them). Thus I suspect in
answer to "how do I use foreign characters in domain names?", BIND 8
will work fine, but you'll need something else to let you work out what
the encoded values should be, just as your browser will probably need a
plugin to let you type in the URL.
