First of all, the "not loading its configuration" is normal. It doesn't
indicate any kind of problem.

Non-authoritative answers from a server configured as master for the relevant
zone, however, is *not* normal. That means it didn't load the zone properly.
Usually this is caused by a syntax error in the zone file, or the violation of
a rule like "CNAME or other data" or the rule against underscores in
hostnames. BIND 8, especially the later versions, is much pickier about such
things than BIND 4 was. Check the logs on the master at load time to see what
the error might have been.
