registering nameservers

Nameservers(not NS in this context!) are registered with the top level
registers(ie Network Solutions). So that when you register a domain name
and tell Network Solutions to use certain name servers, they have database
records for them. When you query a root server for a domain, they actually
respond with the name and ip address of the authoritative name servers for
that domain.

How do you register NS? Are NS just A-records for your domain, or they
something else.
