8.2.3 will not answer queries

I only half lied in the subject of this message. My
bind 8.2.3-REL server will answer queries to itself
but no one else. Can anyone suggest what I am doing
wrong?  The sever logs that it receives the queries
but supplies no answer.  The logs say no SOA for the
request...cant answer.  The remote lookup clients say
nameserver couldn't be found although the correct
nameserver is receiving the request.  My config was
moved over from a working (all queries were answered
from all locations I wanted it to) 8.2.2 server.  Let
me know if you need any files to answer and I will
supply.  Any suggestions of what I might be doing
wrong would be greatly appreciated?
