Updates not propogating, and error with localhost addr

I had been running BIND-8.2.4-T1B, which I updated to T2B today.

What we're seeing is that updates are not being sent out.   Ie:  I update 
an IP in an existing zone, but the NOTIFY isn't going out or being 
acknowledged on the secondaries.     I've checked our filters, etc., and 
that isn't the problem.

If I push out new named.conf files and "ndc reload" the secondaries, it's fine.

Secondly we're seeing these errors:

sysquery: no addrs found for root NS (localhost)
sysquery: no addrs found for root NS ()
sysquery: no addrs found for root NS (MOTGATE.MOTOROLA.DE)
sysquery: no addrs found for root NS ()
sysquery: no addrs found for root NS (MOTGATE.MOTOROLA.DE)
sysquery: no addrs found for root NS ()

I've doubled checked named.local and that our named.root file is up-to-date.

Any pointers would be appreciated.
