Can't get rndc working - rndc: connect: connection refused

"connection refused" is the standard error message you get from the
operating system whenever you attempt to connect to a port that
doesn't have anything listening on it. That means you've not told the
name server to set up a control socket for rndc requests. Maybe you
didn't restart or reconfig the server after you added a controls{}
statement to named.conf?
