	Did you try the version from 9.2?  9.1 is documented as only
	performing syntax checks, not semantic checks. 

drugs:cvs 09:36 {433} % named-checkconf jj
jj:2: zone 'jj': already exists 
drugs:cvs 09:36 {434} % cat jj
zone "jj" { type master; file "foo"; };
zone "jj" { type master; file "foo"; };
drugs:cvs 09:37 {435} % named-checkconf -v
9.2.0rc10
drugs:cvs 09:37 {436} %
