that is not the case.  this is the way it usually works with the search
order on a machine, but it's not the way the DNS works.  any
authoritative server may be queried for an authoritative response.  the
fact that the DNS is distributed is one of the things that's important
to how it works.

imagine if everyone needing to find out any record had to query
a.root-servers.net (unless that machine was down).... that could get
pretty ugly.
