Dynamic Update is certainly available in BIND 8. I'm still using BIND 8 almost
exclusively for my production DNS servers, and I use Dynamic Update for
*all* changes to the DNS database.

As for IXFR, I've experimented a little bit with it in BIND 8, but not had
much luck. There's no big hurry for us to adopt IXFR, so next time I take a
crack at it will probably be after I've upgraded everything to BIND 9.
