Sounds like you are missing the appropriate controls{} clause. Posting
your configuration file (minus any shared secrets you may have and
zones, but otherwise intact) could help.

"Connection refused" in nine cases out of ten means that there is no
control channel listening. Either named isn't running, or the control
channel hasn't been set up. It's quite simple to test if named is
running; just do:

	dig @localhost version.bind txt ch

If that gives you any output besides a few lines starting with
semicolons, you have named running.

By the way - upgrade. BIND 9.1 is way past its use by date by now.
