Could be a thousand things, but two things you might want to start out
with is connectivity between the master and slave, and ACLs.
What does "dig @master zonename axfr" when executed on the slave say?

If the information is confidential, why are you posting it to a
mailing list that is gatewayed to a newsgroup, posts to which is
archived in public?
