Eek - they really don't want to do it for you - how odd most
ISPs are competitive on this, one I resell products from offers
it free with their hosting services, they have even waved their
fee for adding or removing domains recently.

If you can't find a company try www.nominum.com - I haven't used
them, but they know a thing or two about DNS.

My company domain is with a UK hosting company, but a lot of the
hosting companies don'
t really go in for the diversity in infrastructure that DNS
specialists companies will provide, so if your shopping for
seperate DNS hosting a specialist is preferable. For my small
consultancy company I can live with the less than perfect
diversity of DNS, but if I had had to organise it seperately
from hosting the website, I would have used someone else.

I think it is far better outsourced than doing it yourself - the
only clients I've ever recommended doing authoritative DNS
themselves are ISPs, and then only because it is expected, and
they can make some money out of it, and have the infrastructure
and people to support it properly. Everyone always says - oh but
it'll be easier to change if we do it ourselves, and it rarely
is.

Even then I have sometimes wondered how much the average ISP
knows about DNS - Demon and XO (Formerly GX) seem clued up in
the UK - there are probably(?) lots of other good UK ISPs whose
DNS I haven't looked at when checking out clients Internet
connections...
