openssl option failing

I'm trying to install Bind 9.2.0 on a Solaris 8 box.  I have installed the
Openssl 0.9.6b successfully but when I do a configure --with-openssl it
fails with the following:

checking for OpenSSL library... using openssl from /usr/local/ssl/lib and
/usr/local/ssl/include
checking OpenSSL library version... not compatible
configure: error: you need OpenSSL 0.9.5a or newer

Here is a version statement form my openssl

/usr/local/ssl/bin/openssl
OpenSSL> version
OpenSSL 0.9.6b 9 Jul 2001

Ideas?
