Just like it says.  These zones have multiple NS records in them, and they
don't have the same TTLs.  E.g. something like:

xxxxx.xx.xxxxxx.com.  10 IN NS ns1.xxxxxx.com.
                      20 IN NS ns2.xxxxxx.com.
