The HOWTO document seems a tad over the top IMHO.

A vanilla 9.2 build on Redhat, chrooted and running as named,
will log fine without any fiddling around with logging options
or syslog.

I have /dev/random in the chroot jail, no other system files
were required.

I don't run DNSSEC or sign dynamically updated data with this
copy of BIND, but I've done pretty much everything else BIND 9.2
can do with and it just works.
