Bind on Fedora won't RUN

Hi, I have been using RH 7.2 with Bind 9.1.3 for both of my name servers.
Yesterday, I wiped and loaded Fedora Core1 on my the slave name server (the
secondary). It is running bind 9.2.2-P3 . After loading in the named.conf
from the original slave and restarting bind, it did not copy the zone files
from the master name server like it use to do when the were both running
the same RH and bind versions. My investigations led me to "chroot" now
being used in Fedora to house the /var/named and /etc concerning BIND. So I
put my original named.conf file in the /var/named/chroot/var/nemd/etc. It
over writes a blank "named.conf" file in the /var/named/chroot/var/nemd/etc
folder. When that occurs, bind wont run and i get "rndc connection falure"
error.
          I have folled a really good document at Redhat's site on rndc. I
also have the Bind and DNS book and cookbok by Cricket. I have followed
them to the T. Also used the dnssec-keygen to generate the key and syntax
for named.conf and rndc.conf files... I still get the rndc error. Can some
one please help me. I hope that I have not been too long winded...
