caching DNS with dialup connection

Hello,

I'm trying to configure a caching DNS with a dialup connection.
Every time the system boots it immediately starts a dialup
connection. Probably bind wants to know something about the root
servers.
What is the recommended approach to avoid such a lookup?
Should I put all root servers into /etc/hosts?
Or would it help to configure bind to be a secondary for all those
names of the root servers?
Or should I put bind into `forward only' mode?
